There was much political heat ahead of Indo-Pak foreign secretary level talks and both Indian and Pakistani officials were engaged in full scale diplomatic war. In these foreign secretary level of talks both the countries particularly Salman Bashir of Pakistan left no stone unturned to score their points. Indian side maintained their talks to focus on terrorism emanating from Pakistani soil, while as Pak view Point over terrorism was entirely different form India. Salman Bashir countered the points of terrorism raised by India and termed Indian dossier as a literature not an evidence and thrashed India not to lecture Pakistan on terrorism. The Pakistani side was fully prepared with will and determination to give the ‘K’ issue a spin and held it a big reason and bone of contention that threatens to destabilize both nations. Pak side wishes that atleast the Mushraf Formula of demilitarizing both sides of Kashmir and having a joint mechanism of governance to go ahead, which they know is not over all in the interest of Indian nation.
The Indian dossier on terror was focused on Jamait-ul-Dawa, Lasker-Taiba, two serving army officers of Pakistan Major Iqbal, Sameer Ali along with a list of 33 terrorists which include Pak nationals and Indian fugitives, handed over to Pakistani side. Pak side dismissed strongly dossier on Hafiz Saeed and reacted that Pak did not like to be surmount on terrorism. Besides, strongly insisted to discuss about the alleged involvement of India in Baluchistan unrest as well as sharing of Indus waters. Indian side seemed not fully prepared with will and determination to tell Pakistan that Kashmir is neither negotiable nor debatable and terrorism was only core issue to discuss in order to bring peace in the sub-continent in general and in Kashmir Particular. Indian side failed to make Pakistan to understand that they (Pakistan) occupied Kashmir through aggression while as India is in Kashmir through accession and other genuine concerns too. Contrary, gave Pakistan a chance to humiliate India by dictating and stating that Pak did not like lecturing on terrorism and insisted for resumption of composite dialogue. Pak also did not bothered to maintain the decorum of the level of talks and Belligerence of Pakistan’s foreign secretary put an entirely different complexion on talks, leaving India humiliated and furious, which is an eye opener for Indian leaders running National Polity.
It is very important to highlight here that at one side Indian Govt. with full evidence handed over dossier on Hafiz Saeed the founder of Lasker-Taiba (LeT), the terrorist organization implicated in the Mumbai Horror, which Pak side totally denied. At the other hand same LeT, Chief Hafiz Saeed was taking to streets, mouthing anti-Indian slogans, Promising to liberate Kashmir and stoking Jehadi Passions, leading to the masses, waving toy Kalashniqovs, black and white flags on the Kashmir solidarity day, celebrated in Pakistan recently on Feb 5th 2010. No doubt such rallies are quite common on Kashmir solidarity day every year in Pakistan, but after the UN Sanction on JUD, this was the first time the authorities of Pakistan deliberately allowed this organization to hold a rally under its own name. This was the deliberate attempt of Pakistan which should be also an eye opener to the mangers of the government of Indian State. It is not only Kashmir, but other issues like water sharing, Afghanistan, Sir Creek are on the top agenda of Pakistan to get them solved on their choice and dictates. The Indian development work in Afghanistan is causing concern in Islamabad and don’t like that relation between these two neighboring countries should strengthen. The dam that India is building across Kabul river in Afghanistan is the latest Pinch and irritant, as they feel it could effect the flow of Pakistan’s Indus river. The dam which flows as Neelam in Pakistan side of Kashmir seems also crucial concern for them. It seems that conflict between India and Pakistan in coming times would not be only over Kashmir, but more seriously over waters as well, which indicates even after solving the issue of Kashmir the conflict between the two countries would continue.
It is also important to highlight that to maintained unwarranted secrecy in important national issues and to avoid wider consultations gives definite impression that foreign perceptions are playing a larger role than desirable one’s. There were negative results of the said dialogue which was out come of over anxiety and over haste in organizing it and any level of talks which is not preceded with careful preparations could always prove a meaningless exercise. If Indian leaders would continue its policy of appeasement, flexibility and secrecy of dialogue, Pak would take full advantage of the same and would continue ignore & down play the genuine concerns of India like terrorism and over play their concerns like Kashmir, waters and Baluchistan in forth coming SAARC meet in Pakistan or in future talks of foreign secretary level in Pakistan for which Salman Bashir has extended his invitation to his counter part Nirupama Rao. It is in general been opined that India has to review its policy towards Pakistan Viza-viz Kashmir for the Sake of honour, unity and integrity of the nation.
The Indian nationalists including Kashmiri Pandits feel demoralized by initiating this dialogue by India with Pakistan, when these nationalist forces had already resisted for the same. At this crucial time, we are missing brilliant and capable advisers which Late Mrs. Indra Ji had as well as Sh. M.K. Narrayan having encyclopedic knowledge and capacity for tendering professional tenable advices. His shifting from New Delhi to west Bengal is really a great loss and right now there is no one to fill the vacuum.
The nationalist forces pray to God for Prevailing good sense to our leaders running the polity of our nation to understand the fallout of this ill advised dialogue which damaged the prestige of our country and demoralized nationalist forces.
