Rehabilation Demands Return of Kashmiri Pandits to J&K

No talks should be held on Kashmir with Pakistan until and unless people of Kashmir i.e. Hindu, Muslims, Sikhs and all other communities who lived there are fully re-established in the State.Infiltration is completely stopped and no reduction in military forces are considered till full peace in J K is restored. The conditions on which Pandits will go back to J&K are the following:-
All kashmiri Pandits should get back houses they lived before as on 1990
All property including land (agriculture or dry land), business and trade places carried by them restored
All the service posts in various state departments, central government offices including banks etc. taking the period from 1990 until now and account for all promotions due during this period' settlement of retirement cases, their reestablishment and other facilities for future living
All the temples, their repairs and their surroundings shall be handed over back to them
Return of minority schools, colleges that were existing before 1990 and their establishment
Allowing them to set up more schools, collages according to their demands
Providing minority status in state and providing reservation in posts in state and central departments including technical colleges.
Reservation of four seats in assembly and two seats in council and one parliament seat
Set up a rapid force on the lines of centre force wherein 50% reservation to kashmiri Pandits, 25% Muslims and 25% to other communities such as Dogra to be called Kashmiri militias force to be used for the protection of all the communities in the J K state.
All kashmiri where they were born shall be given option to take the full rights as are enjoyed by all people in J K and they will not be required to apply or certificate as per present practice.
All Hindus including Sikhs that were residing in the state and having their houses and also dealing with trade should also be re-established and provided same facilities that are provided to Kashmiri Pandits in the state.
Till this happens the migrants wherever they are at present should be provided the following facilities in collaboration with the state governments and center's help to implement them.
1. Homes: allotment of houses/flats
2. Unemployment: providing employment to candidates of every able bodied according to his qualification and merits.
3. Free education to children in private as well as in govt. schools and registration of students in Kendriya vidayalaya.
4. Arrangement of loan's on interest free or at minimum rate of interest with easily repayable installments.
5. Reservation of seat for training in different field in all states.
6. Allotment of shed's for youth to establish their own small scale industries.
7. Enhancement in relief amount.
8. Free medical facilities with supply of medicines on the same lines as is being given to lower income group in various private hospitals sponsored by the government and for this identity cards may be issued to needy migrants.
9. Community should be exempted from tax.
10. Regularization of migrant contractual teachers in the capital.
11. New registration for those who have come from other states who could not get themselves registered as migrants due to illiteracy and ignorance and by some other reasons and also newly born children after migration from Delhi.
12. Community center in every district for kashmiri community for interaction and community programs at district levels
J K State and the Central government proposes for construction of flats in various places in J K State for rehabilitation of Kashmiri Pandits is not acceptable to Kashmiri Pandits as sit will down grade their status and will not give them the same honor and respect which they were holding before 1990.
