Dear Members of the community, it is an unusually hot summer we are experiencing this year in the national capital, and in fact in the whole of the country with drought hitting a large part of the population relentlessly. Amidst all this heat and humidity, however, the call from the Kashmiri Bhawan has to go on. So, while expressing full sympathy with the sufferers of the weather's onslaught, we are submitting herewith a report, as usual, on the activities of KSD during the month that has gone by.

Meeting with Divisional Commissioner-1 (HQ)

And the first thing we have to report about is the meeting we held with the Chairmanship of Deputy Commissioner-1 (HQ) on 8 April 2016. The following points were discussed at the meeting:

1. Streamlining the payment of relief to Kashmiri migrants.

2 Issuance of Kashmiri migrant certificates for educational purposes.

3. Bifurcation, inclusion/deletion in the Kashmiri. migrant cards.

As for the outcome of this meeting, the minutes we received from the Divisional Commissioner's office (vide their letter No. F.1(31)/J&K/Relief/2010/File Number/2627 dated 25.4.2016) state that "directions have been given to all Deputy Commissioners/SDMs of NCT Delhi to take sanctions for the whole calendar year, i.e. January to December, in respect of the cash relief." The Relief Holders will now have to furnish their address proof only along with their affidavits to be submitted by them in their respective districts once in a year, viz. November to December. No other documents are required to be submitted with the affidavits.

Cases for inclusion of additional members and bifurcation of the migrant cards will be processed and examined by the Divisional Commissioner's Office and then sent to the Ministry of Home Affairs, Government of India and Delhi Government for approval and sanction.

Complaints about AMR payments We received a number of telephone calls during the last month from relief holders complaining they are not getting their monthly AMR and that payments were not credited in their bank accounts. KSD advises all those who have their bank account in the Jammu and Kashmir Bank but are not getting their monthly AMR payments that they should submit a crossed cheque in their respective districts and get it verified from the authorities. The payments up to March 2016 almost in every district have been cleared except in a few cases.

Admission to Kendriya Vidyalayas We are very thankful to the Ministry of Human Resources, Government of India, for extending the concessions regarding admission to displaced Kashmiri school students "till further orders". This means that orders regarding these concessions have been issued for an indefinite period by the HRD Ministry and will not be now extended from year to year, as was being done till now. KSD thanks the Ministry for the gesture on behalf of the community. This has helped the exiled community whose members will be able to admit their wards in KVs and other institutions well in time.

Homage to Manohar Lal Trakroo We at KSD join the entire Kashmiri Pandit community in paying homage to the well-known journalist and writer Shri Manohar Lal Trakroo who passed away in Brownsville, Texas, USA on April 10, 2016, where he had been visiting his son. He had been ill for some months. Born in 1929 in Srinagar, late Shri Trakroo had rendered invaluable services to the community as a journalist. He was a prominent contributor to Koshur Samachar and a member of its advisory committee prior to 1990. The KSD condoles his sad demise and offers its sincere sympathy to the members of the bereaved family.

Jal Kalash from Abhinava Sandesh Yatra

The Jal Kalash from the Abhinava Sandesh Yatra taken out to commemorate one thousand years of Acharya Abhinavagupta reached New Delhi from Kanchipuram on Sunday, May 1, 2016. The Kalash containing the consecrated water was received at the Kashmir Bhawan, Lajpat Nagar by the President of the Kashmiri Samiti Delhi, Shri Vijay Raina and other functionaries of the organisation, including Vice president Shri Rakesh Razdan, former President, Dr. LN Dhar, General Secretary, Shri Chrungoo, Shri NN Zijoo, Printer and Publisher, Koshur Samachar and others, who offered their respect to it. The traditional aalath was performed by Shri C L Misri.

Speaking on the occasion, Dr Shashi Shekhar Toshkhani, Editor-in-Chief, Koshur Samachar, said that Acharya Abhinavagupta was an intellectual and spiritual giant whose contribution to Indian culture and world thought was immense. He said that it was important that Abhinavagupta's thought and the knowledge culture he generated should not be forgotten and welcomed the efforts being made to keep his memory alive by celebrating one thousand years of the Kashmir's great spiritual icon. It was, however, necessary to go beyond superficiality and symbolism in this doing so, he added. Shri Ajay Bharti, who organised the Kalash Yatra, gave the background of the Kalash Yatra and said that several national seminars and other programmes were in the offing to celebrate one thousand years of Acharya Abhinavagupta.

KSD General Secretary Sumeer Chrungoo thanked everybody for attending the function and assured the Kalash Yatra organisers of rendering every possible help in making their celebrations a success.
