J&K State needs to be trifurcated And KPS provided homeland

Where prolonged displacement from their homes and hearths for near about 30 years now, the Kashmir Pandits are now disappointed with the policies of the governments, for their proper rehabilitation back in the valley It appears that there are no hopes for the KPs to get rehabilitated back in the valley with honour and dignity The situation in Kashmir is much more volatile and hostile now, when any honourable and secured rehabilitation of the displaced KPs is not only difficult but equally impossible. There has to be distinctly different way out which will ensure the safe return of the displaced KPs, viz, to their "homeland" This can hardly be refused to them by any solemn consideration of not only the human angle, but also as per their fundamental right to live in their own "homeland" The soil upon which KPS took birth and left everything back due to pan-Islamic fundamentalists' acts of terror and brutalization, does not mean that such a soil should be handed over to the Islamic fundamentalists helplessly by the corridors of power. Such an approach on the part of the government is not only depriving this community of its fundamental rights, but is an extreme act of human rights violation. KPs want a return to their "homeland", but not to the servitude of a Muslim State, as Kashmir has become.

Actions initiated by the Government of India in the past for the return and rehabilitation of the KPS were not taken after due consultations with the community members, who were knowing as to where the shoe was pinching in this regard. 

As soon as such a news with regard to government moves for the rehabilitation of KPs became public, Muslim leadership across the political divide in Kashmir valley rejected the return of KPS to any kind of secured settlements in the valley unanimous rejection of the return of KPS by the entire populace of the Muslims of Kashmir along with their leadership shows that the forced migration of Kashmiri Hindus was not only an act committed by a few, but an organised offshoot of the "Islamic Jehad" It shows that there was a societal connivance amongst the majority community of Kashmir, in this entire operation of religious cleansing of KPS Kashmiri Muslim leadership of all ranks and files including the so called pseudo secularists were thus an integral part of the intolerant Islamic fundamentalists, when these elements continue to be so.

Under such grave circumstances the only solution left for the rehabilitation of the KPs is to create a "separate homeland" for the KPs, within Kashmir, having a status of "Union Territory. Such a call is not a political proposition. It is in fact the only way to ensure the return of the KPS to their "homeland" securing their return with safety and dignity. Such a step further calls for the trifurcation of the J & K State.

This trifurcation of the state will mean breaking the present status of the state into three different entities, Jammu, Ladakh and Kashmir Jammu will be a separate state within the union of India, when Ladakh will be a union territory and Kashmir shall continue to be state within the union of India. A tangible space can be carved within the Kashmir valley in between the ranges of south Kashmir and the north Kashmir, for the creation of the "homeland" for the rehabilitation of the KPs, which has to be given the status of Union Territory, within the Union of India.

This space to be called the "Home land of KPs", will have separate independent governance, free from any encumbrance from the state of Kashmir Such a step alone will ensure the safe and dignified return and rehabilitation of the KPs to their places of birth which they were forced to leave along with their belongings and heritages.

KPs were not only forced to leave Kashmir along with their belongings, but they left Kashmir with deep wounds of having lost their kith and kin as well, through the brutal killings at the hands of the "Jehadi's" viz, the perpetrators of terror in the valley. These johad's spread terror in the valley in the name of Islam, thus devastating the socio economic, socio-cultural, socio-secular and socio- religious base of Kashmir which can hardly be revived now. In addition to these, Kashmir lost its grace of being called as "Resh Vaer, the sacred place of the rishis, viz spiritual giants. How can KPs, under these circumstances, get rehabilitated back in the valley, even it be within safe clusters? Can they have a safe and a social institutions" free movement or freedom? Then what should they live Some time back Jammu State Morcha (JSM) upon. They shall have to come out for earning to sustain sought initiative from the Union Government, led by themselves. In that situation they will become easy ducks for Prime Minister Narendra Modi, in various issues of for the terrorist guns and get sacred and never again think of returning to their homes and hearths. So, the against Jammu and Ladakh regions, rehabilitation of creation of a "Home land", with the status of a union territory for their safe rehabilitation and return is the only resolving the issues pertaining to Pok displaced solution under the circumstances.

This solution, according to them, will end unrest in Jammu and Kashmir and improve inter-regional and inter- communal relations.

People of Jammu and Ladakh constitute more than half the state's population and inhabit more than 88 per cent of the state's land area. They are ardent believers in the concept of national unity. They vouch and consistently struggle for a regime that empowers them to shape and control fully their socio-economic and political future within India and under the Indian.

Constitution. In effect, complete integration into India has been their motto.

I quote from a recent post from a news portal which mentions that "The people of trans-Himalayan strategic Ladakh have been demanding Union Territory status since decades, saying they cannot have any kind of truck with Kashmiri leadership, which doesn't consider Jammu and Kashmir State an integral part of India, and exploits them. Similarly. the people of Jammu have been demanding separation from Kashmir on the ground that Kashmiri leaders of all hues stand for a regime outside the political and constitutional organisation of India and they are fed up with the "Kashmiri hegemony and domination over the state's polity and financial and social institutions.”

J&K including the Kashmir issue, discrimination Kashmiri migrants in the Valley, permanently persons, Chhamb refugees and West Pakistan expressed confidence that the Government of India, steps to provide justice to the Jammu people and take all possible measures to fulfil their aspirations and protect their geographical and cultural identity which is under the severe threat of erosion. They demanded that Jammu and Kashmir State be trifurcated and separate States of Jammu and Kashmir with Ladakh as a Union Territory is formed. A memorandum in this regard has been submitted to the Prime Minister by them. They have claimed that the three regions of the State, Le Jammu, Ladakh and Kashmir, have different and distinct cultural, geographical, historical and linguistic identities. Thus the reorganisation of the State, by trifurcating it, is in the national interest as well as in the interest of all the three regions of the State, as it will end inter- regional tensions and allow sound polity to develop on purely economic and welfare issues. It was further said that the demand for reorganisation of the State is not communal but based purely on regional considerations, adding the creation of a separate Jammu State is economically and politically viable.

The situation in the state has deteriorated enough with the pan-Islamic fundamentalism having taken roots in the Kashmir valley, thus becoming a permanent eating bug for the whole populace of the state which includes Jammu, Ladakh and the KPs. Why should the other regions like Jammu and Ladakh and entities like the KP community be made to suffer for the problems of the Kashmir valley? Militancy in the valley has now entered I most the 30th year in the valley. The economy of the state as a whole has suffered a lot, with the development of all the regions of the state on equal basis having received a serious setback. Peace and tranquillity of the state as a whole has been disturbed fully. There is a lot of mistrust within the population of the three regions, as it is the people of Kashmir only who are involved in the misdeeds of jehad asking for liberation, autonomy, self rule and the like, which has spread enough of acrimony within the different populace of the three regions.

In the case of KPs the situation is all the more worse as KPs are now refugees scattered all over in their own country. So, why should others unconcerned be made to suffer? Such problems, which have the anti national base, should be restricted to the valley only. The governance relevant to these issues should immediately come to the rescue of the people of Jammu and Ladakh as also the KPs, and give them freedom from such nuisances. The only solution under the circumstances left is to trifurcate the state into three regions. Let Jellanis, Moulvis, Maliks, Abdullahs, Muftis and the like fight their own war for freedom, self rule or autonomy, without disturbing others belonging to the state of Kashmir who possess faith in India and are Indians, KPS are the distinct originals as Indians in this regard. They will live in Kashmir as Indians only. For that they need an independent "Home land with the status of Union Territory". Trifurcation of the state will resolve all the misgiving about the fate of the merger of the state with the union of India, when KPs and all others belonging to Jammu and Ladakh, will live their own free life with a sovereign independence as Indians. Late Sh. R. Venkataraman, the then President of India, had also suggested to the then Prime Minister Indira Gandhi that the only viable solution to the problems in Jammu & Kashmir was trifurcation. "Give statehood to Jammu, grant Union Territory status to Ladakh and deal with Kashmir separately was his suggestion to Indira Gandhi. This is as per his book, (My Presidential Years).
