Every terrorist in forests or hills must be neutralised LG
Lieutenant Governor (L-G) Manoj Sinha on Thursday said that every terrorist and their supporter operating in the Valley, forests, hills or villages must be neutralised to defend the security gains achieved since 2019. The L-G was addressing a UT-level security conference, held on the lines of the annual DGPs/IGPs conference, which he chaired in Jammu. In his address, Sinha said the UT-level conference would serve as a hub for deliberation and collaboration to develop a whole-of-government approach to counter terrorism in all its forms.
He noted that during the DGPs/IGPs conference held in Raipur earlier this year, detailed discussions had taken place on the theme ‘Viksit Bharat: Security Dimensions’, reflecting the Government of India’s commitment to transforming policing institutions to meet the demands of a rapidly changing world. Sinha underlined the need for coordinated action against terrorists, their enablers and ideologues to dismantle the terror ecosystem and eliminate safe havens.
“The real security gains since 2019 must be defended and every single terrorist and its supporter operating in the Valley, forest, hills or village must be neutralised,” the L-G said.
He said that over the past six years, the security grid had been strengthened, and the collaborative efforts of the J&K Police, Army, intelligence agencies and Central Armed Police Forces (CAPFs) had led to a significant decline in terrorist violence, the number of active terrorists and recruitment.
“Armed terrorists and its supporters, OGWs and those elements intimidating the common citizen should be treated equally. We must ensure they pay a very heavy price for their action,” he said.
Sinha also discussed strategies to tackle evolving threats, enhance intelligence capabilities and build a next-level security grid to meet new-age challenges.
“The landscape of security threats has undergone a profound change in recent years. We need to shift from reactive to proactive security strategies and use sophisticated tools like AI to counter terrorism, terror financing, radicalisation and narco-terrorism threats,” he said.
The one-day conference was attended by senior officials from the Jammu and Kashmir Police, intelligence agencies, civil administration and CAPFs
